The National Council for Artificial Intelligence (AI), chaired by Minister of
Communications and Information Technology Amr Talaat, has convened to
discuss the progress in developing the second phase of the National AI Strategy.
With phase one scheduled to conclude in May 2024, the Council focused on
aligning the strategy with the advancements in generative AI,
particularly in big data models and their applications.
Members of the Council and experts in different economic and technological fields attended the meeting.
The National AI Strategy aims to harness AI technologies for sustainable development.
The second phase of the strategy, spanning three years, is prepared through
a comparative study of AI experiences in six leading countries and an analysis of
national AI development, considering the implementation status of the first phase.
AI technologies were utilized to address various challenges in Egyptian society
across crucial sectors, such as healthcare, involving early diagnosis of
cancer and diabetic retinopathy; decision-making, including urban and agricultural
planning; and Natural Language Processing for Colloquial Egyptian.
As a result of these efforts, Egypt moved up seven spots on the Global AI Index by Tortoise Media.
During the meeting, the ICT Minister and Chairman of the Council underscored
that the second phase of the strategy seeks to improve the national AI indicator
through the implementation of initiatives across six key pillars:
governance, ecosystem, information infrastructure,
data, human resources, and technology.
Phase two embraced various priority initiatives across the six pillars.
These include expanding investment scope, enhancing public awareness of AI,
attracting investments in data centers, overseeing the domestic data lifecycle,
building AI capacity, and establishing a big data platform.
During the meeting, the Council explored the different aspects of phase two,
including the applications of big data models in government services and the
tourism, health, agriculture, industry, and ICT sectors to enhance the GDP.
The Council also deliberated on plans to develop an AI law,
taking inspiration from the European AI Act,
which employs a multi-level risk-based approach.
The Act categorizes risks associated with AI systems into minimal, limited, high,
and unacceptable, addressing their impact on the safety and fundamental
rights of people.
The Act also sets clear requirements for various AI systems.
Another crucial item on the meeting agenda was the Egyptian Charter for
Responsible AI, launched by the Council in April 2023.
The National Council for AI was established by a decree from Prime
Minister Mostafa Madbouly in November 2019.
Its primary responsibilities include developing and governing the National AI
Strategy and coordinating with stakeholders to create a unified strategy
that reflects the priorities of both the government and stakeholders in AI usage.
The Council is also tasked with overseeing the implementation,
reviewing, and updating of the Strategy to align with global advancements.
